KIM JONG UN INSPECTS SAMCHON CATFISH FARM

Kim Jong Un, first secretary of the Workers' Party of Korea, first chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army, gave field guidance to the Samchon Catfish Farm and set forth the task to turn it into a world-level farm which put fish breeding on a Juche, scientific, intensive and industrial basis at the highest level.
He went round the room for the education in the revolutionary history.
He said that the Samchon Catfish Farm was built in the period of the Arduous March, forced march on the personal initiative of leader Kim Jong Il and under his meticulous care and one of the legacies left by him out of his patriotism.
Recollecting with deep emotion the day when he was visiting the farm accompanying the leader, Kim Jong Un said still fresh in his memory was the tender-hearted leader who had a broad smile on his face, greatly pleased to see the farm capable of supplying tasty and nutritious catfish to service personnel and people.
He called on its officials and employees to boost the production of catfish, always remembering the noble desire of
Kim Jong Il, and thus glorify his leadership exploits forever.
He went round different places of the farm to learn in detail about the production and management there and advanced tasks to be fulfilled to turn it into the one of the world level.
Noting that the area where the farm is located is the ideal one for breeding warm water catfish as it is the area famous for hot spring in the country, he underscored the need to turn it into a world famous catfish production base.
It is necessary to carry out an ambitious and bold project for consolidating the material and technical foundation of the farm by building more hatcheries and indoor and outdoor ponds as well as a modern food production base so as to remarkably increase the production capacity of the farm on the basis of a scientific and economic calculation, he stressed.
He underscored the need to build a new reservoir with large capacity near the farm rich in hot water resource and thoroughly establish a water re-circulating system.
It is necessary to turn the Samchon Catfish Farm into the one biggest in production capacity and the best one which has attained the highest level in putting the fish breeding on a Juche, scientific, intensive and industrial basis among the nation's catfish farms, he noted, giving an instruction to place its production and management on intellectual, IT, digital, automated and mechanized basis at the highest level by widely introducing the successes and experience gained in the course of modernizing the Pyongyang Catfish Farm and the May 9 Catfish Farm so as to fulfill the above-said task.
He underlined the need to build an impeccable sci-tech dissemination center and cultural and welfare facilities.
He expressed hope that the officials and employees of the farm would modernize it on the world level as early as possible and drastically increase its production in a few years to come, as required by the party, by joining efforts with scientists, technicians, designers and builders of the relevant field and thus glorify the undying leadership exploits performed by
Kim Jong Il out of his patriotism with signal success in production.
Anti-Japanese Heroine
December 24 is the birthday of Kim Jong Suk (1917-1949), an anti-Japanese heroine.
She was born into a poor peasant’s family in Hoeryong, North Hamgyong Province in the northern part of Korea, when the country was under the military occupation of Japanese imperialists (1910-1945). She set out in her teens on the road of struggle to save the destiny of the country and people.
Ever since she joined the Korean People’s Revolutionary Army led by Kim Il Sung in September 1935, she fought bravely in many battles until the country’s liberation (August 15 1945), winning fame as an anti-Japanese woman general.
Greatest of her exploits is that she defended Kim Il Sung in every battle during the anti-Japanese war.
During the whole period of the grim anti-Japanese armed struggle there were countless critical moments when the guns of the Japanese soldiers were levelled at Kim Il Sung. At those moments Kim Jong Suk guarded Kim Il Sung, herself becoming a human bullet and shield.
The battle of Dashahe in June 1940 was a good example. At that time the Japanese army directed the spearhead of its attack at the Headquarters of the KPRA and mobilized its troops hundreds of thousands strong in the “punitive operations.” One unit of the punitive troops in hot pursuit of the KPRA Headquarters found the main unit of the KPRA at Dashahe and began to fire with machine guns. Instantly analyzing the situation and geographical features of the terrain,  Kim Il Sung ordered the machine-gun squad to block the enemy fire and the unit to climb opposite height. The guerrilla fighters gained an advantage over the enemy in an instant and fired a volley of shots at them, throwing the enemy into defence. However, the enemy, relying on their numerical superiority, made stubborn resistance. The battle grew fiercer. Kim Il Sung commanded the battle from a rock on the ridge of the mountain. Kim Jong Suk, mindful of his safety, kept a close watch on the surroundings and noticed enemy soldiers approaching him, hiding in a reed field and taking aim at Kim Il Sung on the ridge. At that hair-raising moment, Kim Jong Suk pulled the trigger of her Mauser, shielding him with her body. Kim Il Sung shot over her shoulder. They both shot all the enemy soldiers in the reed field dead.
Kim Jong Suk displayed unrivaled courage, outstanding resourcefulness, unexcelled marksmanship, unparalled bravery and self-sacrificing spirit in the anti-Japanese war.
She achieved fame from the battles to defend the guerrilla zone in Chechangzi she participated for the first time in the KPRA.
The battles to defend Chechangzi in October 1935 were fought by some 100 guerrilla fighters and people against the Japanese “punitive” force over 10 000 strong. Kim Jong Suk was always quick to grasp the weak points of the enemy in every situation and advance bright ideas to throw the enemy to the defensive, thus contributing to the victory of the KPRA in the battles.
Her adroit strategies and tactics were fully displayed at numerous battles including those fought in the Naitoushan area in which the guerrilla army turned the enemy’s reckless offensives to its advantage and annihilated them.
In the attack on the Fusong County town in August 1936 she displayed her wonderful marksmanship by shooting down a dozen enemy soldiers in an instant, with a Mauser in each of her hand. In the battle of Hongqihe in February 1937 she shot to death nearly 40 enemy soldiers. She also showed off her ace marksmanship in the battles of Naitoushan and Erdaogang in Antu County, China.
She demonstrated unparalled courage and self-sacrificing spirit during the grand counterattack against the spring offensive of the Japanese in 1938. She was commended by Kim Il Sung for her distinguished military feats.
In the whole course of the anti-Japanese armed struggle Kim Jong Suk accomplished brilliant achievements in battles: she lured the enemy single-handed so as to defend the security of the KPRA unit; she led a chorus in a fierce battle against the large troops of the enemy, thus terrifying them; she, with only a few members and insufficient sewing tools, made 600 military uniforms within 20 days; and during the days of preparations for the final offensive to liberate Korea she was the first to take part in parachute training and encouraged other KPRA soldiers to acquire new art of war.
Her dexterous and seasoned underground political activities rendered greatly to inspiring the people of all strata to turn out in the sacred war of national liberation.
In those days the guerrilla fighters and people called her with affection and respect “woman general of guerrilla army” and “anti-Japanese heroine,” and told many legendary stories about her brilliant feats.
Anti-Japanese fighters wrote following slogans on barked trees: “Twenty million Korean people, Kim Il Sung and Kim Jong Suk are generals to liberate Korea,” “Kim Jong Suk, anti-Japanese heroine of Mt. Paektu, is a peerless woman borne by Korea,” “Woman general of Mt. Paektu mows down Japs, shortening the distance and deploying elusive tactics,” and so on.

KIM JONG UN INSPECTS JANUARY 18 GENERAL MACHINERY PLANT

Kim Jong Un, first secretary of the Workers' Party of Korea, first chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army, gave field guidance to the January 18 General Machinery Plant whose all production processes have been modernized and cultured practice in production and life established at the highest level.
Enjoying a panoramic view of the plant, he said it has been face-lifted so freshly that one can hardly find traces of its past. New visitors to the plant will take it for a rest home, he added with a smile on his face.
He went round the revolutionary museum and the room dedicated to the history of the plant.
Saying that they were well built to display historic data and relics, he stressed the need to effectively conduct among the employees of the plant the education in the exploits performed by President Kim Il Sung and leader Kim Jong Il and the Party for it.
He toured different parts of the plant to learn in detail about its modernization and production.
The plant has been turned in keeping with the trend of the development of industry in the 21st century as it possessed enough modern equipment and established a flexible manufacturing system, made up of NC machine tools, robots, unmanned material carrier, automatic storehouse, etc., with domestic design, technology and efforts, he noted, saying: The plant has been put on a scientific, IT, automated and unmanned basis at a high level, making it possible to remarkably raise the production with less manpower and further improve the quality of products.
He urged the plant to continue directing big efforts to the work for overfulfilling the production plan on all indices by keeping the production going at a high rate, steadily developing the employees' technical knowledge and skills, improving the supply service, taking good care of equipment and keeping the inside and outside of the plant neat and tidy.
The plant has been successfully remodeled to meet the needs of the age of knowledge-based economy and a highly-civilized socialist nation at the time when exemplary and standard units for modernization appear at industrial establishments, rural community and other fields of the country, he said, adding: This provided a springboard for further developing the nation's machine-building industry, a standard for its modernization.
Saying that to update the industrial establishments is not a mere economic and technical work but an important work to translate into reality the noble intention of the great leaders and thoroughly implement the Party's policy, he ardently called for making the flame of modernization drive kindled at the plant rage furiously throughout all sectors and units.

He had a photo session with officials and employees of the plant.

Kim Jong Un Watches Maneuvers of KPA Combined Units

Supreme Commander of the Korean People's Army Kim Jong Un, first secretary of the Workers' Party of Korea and first chairman of the National Defence Commission of the DPRK, watched actual maneuvers between KPA large combined units 526 and 671.
After receiving a report on the plan of the maneuvers at an observation post, he watched them.
The Supreme Commander expressed his satisfaction over the maneuvers, noting that they were flawless in defensive and offensive aspects.
Saying he could see that the People's Army had conducted intensive drills with full preparations this year to carry out the tasks set forth by him when watching those units' actual maneuvers last year, he stressed that the People's Army should often conduct such maneuvers.
He highly appreciated the successful maneuvers, saying that the KPA large combined units 526 and 671 fully displayed their perfect defence and powerful offensive capability to repel any sudden attack from the enemy and go over to offensive in time.
He advanced the important tasks for intensifying the combat drills of the People's Army.
Practical drills should be conducted so often to cope with the hardest and severest war, he said, adding that it is useless to conduct any drill of formalism, stereotyped pattern and stylish manner, a drill unfit for the demand and style of modern warfare and the performance of any unit's combat duty, many times.
He gave precious instructions for perfecting the combat preparations, noting that the commanding and training officers should enhance their responsibility and role, the commanding and staff officers should make a deep study of various matters to be raised in offensive and defence and exert their initiative and creativity in commanding any combat, close cooperation should be maintained among units of all services and arms and specialized units while ensuring suddenness, promptness, conformability and accuracy in combat action, the capability of carrying out operation irrespective of seasons, climate, day and night should be raised, the soldiers should be practiced in the combat methods for actual war and a big efforts should be steadily directed to the work for modernizing the military hardware of supply units.
The Supreme Commander expressed his firm belief that the People's Army would intensify their military training, as the anti-Japanese guerrillas did in Mt. Paektu, under the slogan of the Party's training-first idea and thus greet the 7th WPK Congress with signal achievements in increasing the combat strength and rounding off the combat preparations.

FM SPOKESMAN WARNS U.S. OF UNIMAGINABLE CONSEQUENCES TO BE ENTAILED BY ITS PERSISTENT HOSTILE POLICY TOWARD DPRK

Pyongyang, December 16 (KCNA) –
A spokesman for the DPRK Foreign Ministry Wednesday released the following statement in connection with the fact that the DPRK government's positive and sincere efforts for ensuring solid and lasting peace on the Korean Peninsula are facing blatant challenge of the U.S.:
The DPRK proposed the U.S. side to conclude a peace treaty as the most reasonable way for putting an end to the evil cycle of tension and confrontation that have lasted for more than six decades.
It is urging the conclusion of the peace treaty with the U.S. in order to put an end to the hostile policy toward the former by the latter, the root cause of all problems.
It is a clear reason everybody can understand and sympathize with that lasting peace and stability are possible on the Korean Peninsula only when the U.S. hostile policy toward the DPRK is brought to an end and hostile relations between them are defused.
Nevertheless, the U.S. is responding to the DPRK's fair and aboveboard proposal by elaborating in action on its hostile policy already branded as "failed strategy" far from taking a sincere approach towards the proposal.
Its typical example is its recent ever more reckless moves to ratchet up "sanctions" against the DPRK.
It is putting the armed forces, munitions and trade organs of the DPRK and their officials and even diplomats of the DPRK on the list of "sanctions." Lurking behind this action is a sinister political intention to tarnish the international image of the DPRK and make other countries feel uneasy about dealing with it and thus suffocate its overall economy including munitions industry as well as civilian field.
The U.S. authorities claim they have no hostile intent toward the DPRK whenever an opportunity presents itself but they are behaving quite contrary to their words.
The U.S. is so steeped in ill-intended repugnancy toward the DPRK that it has completely lost sense of the reality and is going reckless, unaware of who its rival is.
The U.S. row about "sanctions" would only heighten the spirit of self-reliance and increase the strenuous efforts among the workers in the field of the munitions industry of the DPRK and boost the proportion of locally available raw and other materials in its munitions industry.

If the U.S. persistently pursues its anachronistic hostile policy toward the DPRK this way, this would only entail unimaginable consequences quite contrary to what the U.S. desires, warns the statement.

DPRK WILL COUNTER U.S. ANTI-DPRK "HUMAN RIGHTS" RACKET WITH TOUGH STAND:

Foreign Ministry Spokesman Pyongyang, December 12 (KCNA) –
A spokesman for the Foreign Ministry of the DPRK issued a statement Saturday in connection with the U.S. ever more desperate moves to stifle the DPRK under the pretext of "human rights issue."
By taking advantage of holding chairmanship of the UN Security Council for December, the
U.S. again tabled on Dec. 10 the agenda item "Situation in the DPRK" which it had referred to the Council for the first time at the end of last year, the statement said, and went on:
We strongly denounce and categorically reject the U.S. convocation of another meeting of the
UN Security Council aimed at finding fault with the "human rights" in the DPRK despite opposition by many countries.
The U.S. put an agenda item represented by an ambiguous word instead of the expression
"human rights" up for discussion in order to make sure that the "human rights issue" in the
DPRK is included in the agenda items of the Security Council in the wake of the railroading of the "resolution" "Situation of human rights in the DPRK" at the 69th UN General Assembly last year. It also convened the first session by egging some member nations of the Council.
This time it suddenly organized a meeting which was not originally included in the December
schedule of the Security Council by arbitrarily playing the role of chair country and brought
"defectors from the north" to the sacred place of the UN meeting in a bid to fan up atmosphere of international pressure on the DPRK.
But at the meeting more countries than last year opposed the convocation and the discussion
of issues outside the mandate of the Security Council based on clear reasons. This revealed the sinister aim sought by the U.S. in its farce and hardened the objective understanding that the U.S. anti-DPRK "human rights" racket is a product of its persistent hostile policy toward the DPRK.
The UN Security Council should not waste time by intervening in matters outside its mandate
but concentrate on dealing with urgent issues of threatening global peace and security. It should handle such issues as the U.S. harsh tortures and the U.S.-south Korea joint military exercises for aggression against which the DPRK had already brought a lawsuit, in particular.
If it is to deal with the issues of the DPRK, it had better table the issue of concluding a peace
treaty which we proposed again at the 70th UN General Assembly this year in order to avert the danger of war and create a peaceful environment on the Korean Peninsula.
We will counter with high vigilance and tough stand the anti-DPRK "human rights" racket

being kicked up by the hostile forces including the U.S. which is getting all the more desperate in the UN arena.

KIM JONG UN VISITS MANGYONGDAE SCHOOLCHILDREN'S PALACE

Kim Jong Un, first secretary of the Workers' Party of Korea (WPK), first chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army, visited the Mangyongdae Schoolchildren's Palace successfully remodeled as required by the new century.
Feasting his eyes on the Mangyongdae Schoolchildren's Palace, he said that the palace built to depict the care of the WPK under which the children live looked magnificent and very nice as its exterior was decorated with granite and high-quality building materials. The palace is the edifice which no other country can build or imitate and a monumental one demonstrating the advantageous socialist system in our country, he added.
He watched President Kim Il Sung's autographic proposition newly displayed in its lobby.
Noting that the meaningful proposition reflecting the President's noble outlook on the rising generation, future and revolution was prominently displayed with due respect, he said that reading every jewel-like word of the proposition, one can keenly realize how deeply the President loved the children.
He went round the newly arranged room for the education in the revolutionary history and the room which houses revolutionary relics.
The relics and mementoes that bear witness to the noble outlook of the President and leader Kim Jong Il on the younger generation and future are the precious treasures which should be handed down to posterity, he said, underscoring the need to effectively conduct the education of the officials, teachers and school youth and children through the immortal leadership exploits of the great leaders.
As the palace built under the loving care of the great leaders has been remodeled as required by the new century, he said he felt his heart ache at the thought that how happy children would have been, if they had given the New Year's eve performance in the presence of the great leaders.
He went round various places of the palace to learn in detail about its remodeling and preparations for its operation.
Noting that the science hall looked peculiar as it has a large relief Korean map and a model of a rocket for carrying satellite "Unha-3", etc, he praised the builders for successfully decorating the interior of the palace in such a way as to help school youth and children properly know about nature and geology of their country and nurture ambitious dreams and ideals to excel the world standard.
Saying that the palace is the comprehensive extracurricular education center for school youth and children of the country, he gave precious instructions which would serve as important guidelines for managing and operating the palace and took benevolent measures.
He noted that the remodeling of the palace was a very vast and difficult project, but the party spared nothing for it as it was an important one for preserving the bright smile and happiness of the children and their cheerful laughter meant hurrah for the final victory.

Now that the palace has been successfully remodeled, he proposed holding an inaugural ceremony with splendor. He gave an instruction concerning its inauguration.

KIM JONG UN VISITS REMODELED PHYONGCHON REVOLUTIONARY SITE

Kim Jong Un, first secretary of the Workers' Party of Korea, first chairman of the DPRK National Defence Commission and supreme commander of the Korean People's Army, provided field guidance to the Phyongchon Revolutionary Site rebuilt into an eternal treasure of the Songun revolution.
The Phyongchon Revolutionary Site is a historic place associated with the undying feats of President Kim Il Sung and leader Kim Jong Il, who chose the site for the first arsenal in the liberated country and paved an untrodden path for the munitions industry.
Enjoying a panoramic view of the site, Kim Jong Un noted that the President came to the Phyongchon plain in October 1945, seventy years ago to choose the site for a munitions factory.
He went round a mosaic depicting the images of the peerlessly great persons of Mt. Paektu and a monument to their field guidance, submachine-gun performance test ground and firing range and the revolutionary museum.
He said with high appreciation that every part of the site has been remodeled to its original state on the principle of historicism and its education compound and greening are neat and admirable.
The education in the Songun (military-first) idea occupies an important part in the Party's ideological work, he said, adding that the Phyongchon Revolutionary Site has a very important role in conveying the immortal Songun revolutionary exploits performed by the peerlessly great persons of Mt. Paektu and encouraging the servicepersons and civilians to remain loyal to the Party's Songun leadership.
He advanced such tasks for operating the site as matters of displaying a photo of the President test-firing a submachine gun at the shooting range, intensifying the work to discover historic data, meticulously organizing the visits to the site, steadily raising the ability of its lecturers and conducting a brisk itinerant lecture and bettering the environment of the site.
The Phyongchon Revolutionary Site is just a native place of the Songun arms, he said, adding: Every gun, produced thanks to the tireless efforts of the President, has formed a forest of arms defending the Party and the revolution, the country and its people and the historic gun report made by him at the site turned the DPRK into a powerful nuclear weapons state ready to detonate self-reliant A-bomb and H-bomb to reliably defend its sovereignty and the dignity of the nation.
If we struggle in the same spirit with which the workers produced submachine guns by their own efforts just after the liberation of the country when everything was in need, we can further build up our country into a powerful one no enemy dares provoke, he said, stressing the need to steadily put big efforts on the development of the country's munitions industry associated with devoted efforts of Kim Il Sung and Kim Jong Il.

KIM JONG UN VISITS MAY 9 CATFISH FARM

Kim Jong Un, first secretary of the Workers' Party of Korea, first chairman of the DPRK National Defence Commission and supreme commander of the Korean People's Army, visited the May 9 Catfish Farm which has turned into another model and standard farm for the country's pisciculture by putting its fish breeding on a scientific, intensive and industrial basis of high level.
When visiting the farm in December last year, he named it May 9 Catfish Farm in the meaning that its employees should work hard, always remembering the day leader Kim Jong Il visited it for the first time. And he personally chose the site for a mosaic depicting the tender-hearted image of Kim Jong Il and a monument to his field guidance to be built in the compound of the farm.
Kim Jong Un praised the officials and employees of the farm for having successfully renovated it while carrying out its production assignment, noting that servicepersons and civilians are supplied on a regular basis with catfish from the farm according to the supply system established by Kim Jong Il.
He went round a monument to the field guidance of the peerlessly great persons of Mt. Paektu and the newly-built room for education in the revolutionary history.
He said that the May 9 Catfish Farm is the country's first catfish farm built under the meticulous guidance and care of
Kim Jong Il and he is a pioneer of the country's catfish breeding.
Then he toured combined control room, sci-tech room, incubation pond, indoor pond, water filtering place and other parts of the farm to learn in detail about its production and modernization.
He said that the farm has made a lot of achievements in the work to drastically raise the production of catfish without increasing manpower and production area, as instructed by him during his last year's visit.
The experience of the farm shows that a brisk drive for putting pisciculture on a scientific, intensive and industrial basis should be conducted by dint of science and technology to make a great success in fish breeding, he said, urging all other units in the field of fish culture to learn from the farm's experience.
He highly appreciated the feats of the officials and employees of the farm, scientists and technicians and soldier-builders who turned the farm into a proud edifice in the era of the Workers' Party.

KIM JONG UN ENJOYS SERVICEPERSONS' ART PERFORMANCE

"Let Us Bring About a Fundamental Turn in the Three-Revolution Red Flag Movement in Line with the Demands of the Developing Revolution"

Supreme leader Kim Jong Un sent a letter "Let Us Bring About a Fundamental Turn in the Three-Revolution Red Flag Movement in Line with the Demands of the Developing Revolution" to those attending the Fourth Conference of Frontrunners in the Three-Revolution Red Flag Movement on November 20, Juche 104 (2015).
The full text of the letter says:
In this stirring period, when the whole Party, the entire army and all the people have turned out in the general offensive in hearty response to the Party's militant call to greet the Seventh Congress of the Workers' Party of Korea as the apex of the revolution noteworthy in its history, the Fourth Conference of Frontrunners in the Three-Revolution Red Flag Movement is being held on the occasion of the 40th anniversary of the launch of this movement.
This conference will constitute an important occasion in dynamically stepping up the building of a thriving socialist country by further raising the fierce flames of the movement in line with the demands of the developing revolution.
The great Comrades Kim Il Sung and Kim Jong Il proposed waging this movement and ensured that the three revolutions–ideological, technological and cultural–were carried on vigorously in all sectors of the revolution and construction, thus performing imperishable exploits for accomplishing the cause of the Juche revolution, the cause of building a thriving socialist country.
For the first time in history Comrade Kim Il Sung clarified the idea of continuing the revolution in the realms of ideology, technology and culture even after the establishment of the socialist system, put forward the revolution in these realms as the strategic line in socialist construction, and worked out a plan for conducting a three-revolution red flag movement as a mass movement to implement the strategic line. This movement, as a development of the Chollima Workteam Movement, was a historic starting point for bringing about a radical turn in the transformation of man and the construction of socialism by organically combining the effort to carry on the three revolutions with other mass movements.
True to the ennobling intention of Comrade Kim Il Sung, Comrade Kim Jong Il kindled the flames of the Three-Revolution Red Flag Movement and provided energetic guidance for the movement, thus achieving brilliant successes in carrying out the three revolutions. Today our people have grown up as the highly dignified, independent motive force of the revolution, and our country is rushing forward to attain the status of a knowledge economy and a civilized nation, demonstrating to the whole world its might as a politico-ideological power and a world-class military power. This is an invaluable result Comrade Kim Jong Il achieved by regarding the Three-Revolution Red Flag Movement as a powerful weapon in carrying out the cause of the Juche revolution and wisely leading the movement.
I extend warm thanks and militant greetings, in the name of the Workers' Party of Korea, to all those attending this conference and the Order of the Three-Revolution Red Flag laureates and persons of merit in the Songun era across the country, who have rendered great services to building a prosperous country by dynamically waging the Three-Revolution Red Flag Movement with unfailing loyalty to the Party and the leaders.
Today we are faced with the heavy task of building a thriving socialist country at an early date by bringing about a revolutionary turn in the Three-Revolution Red Flag Movement in line with the demands of the new era of the Juche revolution.
This movement is a powerful propellant for building a thriving country and a mighty weapon for bringing the final victory of the cause of the Juche revolution earlier.
The struggle to build a thriving country is, in essence, a struggle to transform all the domains of ideology, technology and culture in line with the demands of Kimilsungism-Kimjongilism.
The process of building a thriving country, the process of bringing about great, miraculous changes by setting the highest goals for the comprehensive realization of the people's dreams and ideals and blazing the trail, is a process of training the people, the motive force of this effort, to be genuine revolutionaries who have armed themselves firmly with the Juche idea and the Songun idea, who are possessed of great spiritual strength. It is also a process of the struggle to radically develop the national economy on the strength of science and technology and create the highest quality of civilization at the highest level. Only when we wage the ideological, technological and cultural revolutions dynamically can we consolidate to the maximum the strength of the country as a politico-ideological, military and youth power and reach the objective of achieving the status of an economic and civilized power at the highest speed.
The line of the three revolutions the great leaders clarified in an original way and applied is an ever-victorious banner with eternal viability and the general line our Party must hold fast to in building socialism.
In an attempt to check our people's struggle to build a thriving country, the imperialist reactionaries are resorting to unprecedented schemes aimed at stifling our country. The showdown with them is a struggle to overwhelm and defeat capitalism in all of the political, military, economic and cultural fields by defending and glorifying our most advantageous ideology and culture and consolidating the might of the Juche-based science and technology in every way. When we make continuous advance and continuous innovations under the unfurled banner of the revolution in the three realms of ideology, technology and culture, the cause of the Juche revolution and the cause of the Songun revolution pioneered on Paektu will achieve victory after victory by overcoming all manner of challenges and trials. Now is an important period when the Korean revolutionaries must achieve the decisive victory of socialism over capitalism by flying higher the three red flags–ideological, technological and cultural–and fully discharge the grave mission and tasks they have assumed for the times and history.
If we are to hasten final victory by carrying out the line of the three revolutions, we must bring about a revolutionary turn in the Three-Revolution Red Flag Movement.
This movement is the highest level of movement that sets our Party's highest programme, which is modelling the whole society on Kimilsungism-Kimjongilism, as its fighting slogan and a mass movement involving the whole country and all the people.
Permeated in the Three-Revolution Red Flag Movement is our Party's noble people-first idea of turning the revolution itself into an ardent love for the people, training them into great beings and carrying out the revolution and construction by bringing their voluntary enthusiasm and creative wisdom into fullest scope. Also crystallized in the movement are the offensive spirit of braving obstacles and difficulties cropping up in the way of the revolution and the spirit of the red flag of Paektu, which is the spirit of making continuous innovations and continuous advance with unyielding will.
No movement is more effective and more powerful than the Three-Revolution Red Flag Movement in opening a short-cut to final victory by bringing about a sweeping change in the ideological, technological and cultural spheres.
By waging the movement more dynamically, we can train all members of society into genuine advocates of Kimilsungism-Kimjongilism, solidify the political and military position of our revolution and accelerate the building of an economic giant and civilized nation, thereby building on this land a thriving socialist country where the national strength is great, everything prospers and the people live without envying anything in the world.
Now, however, the movement is not being waged on the appropriate level as suited to the development of the times and the demands of the Party.
The practices of giving precedence to facelifting buildings over ideological remoulding of people and production have yet to be eliminated in the movement, and some units, steeped in defeatism, do not engage in the movement proactively putting the blame on poor conditions. Party guidance to the movement fails to measure up to the demands of the developing reality, and still lingering are the deviations of giving guidance in a formalistic way caught in the snare of stereotype and set patterns. This has resulted in the movement failing to give full play to its vitality.
To surmount these deviations and bring about a radical turn in the movement so as to safeguard and glorify the immortal revolutionary exploits of the great leaders and hasten final victory in building a thriving country–this is the intention of our Party and the objective of this conference.
All Party organizations should be clearly aware of the Party's intention and wage the Three-Revolution Red Flag Movement more dynamically on a new high.
They should set correct tasks to be tackled in carrying out the three revolutions in line with the demands of the times when a general offensive for final victory is being made, before waging in an aggressive way the Three-Revolution Red Flag Movement for implementing these tasks.
Giving definite precedence to the ideological revolution is the fundamental principle our Party consistently adheres to in the Three-Revolution Red Flag Movement.
Our Party has held fast to ideology as the most powerful weapon of the revolution and advanced the revolution and construction victoriously on the strength of ideology throughout the period of its struggle to accomplish the cause of the Juche revolution. That the red flag of the revolution which was flying in the forests of Paektu has not lost its colour in the least but still flutters as the banner of socialism is because we have invariably given importance to ideology. Discoloration of ideology leads to the fading of the red flag. Keeping in mind that the success of the revolution and the future of the country are dependent on ideological work, we should continue to direct great efforts to the ideological revolution.
The most important task in the ideological revolution at present is to train all the members of society to be genuine advocates of Kimilsungism-Kimjongilism who have acquired the revolutionary spirit of Paektu, the spirit of the blizzards of Paektu, as their habitual quality. By advocates of Kimilsungism-Kimjongilism I mean the persons with great spiritual strength who have cherished boundless loyalty to the ideas and cause of their leaders and the spirit of making selfless, devoted efforts for the good of the people and who are ready to fight to the last for the final victory of the Juche revolution with indomitable revolutionary faith and will.
Party organizations should conduct ideological work in a brisk manner putting the main stress on training Party members and other working people to be genuine advocates of Kimilsungism-Kimjongilism who have acquired the red revolutionary spirit of Paektu, the spirit of the blizzards of Paektu, as their habitual quality.
They should conduct five-point education in a substantial way with the main emphasis put on the education in the greatness of the Party and the leaders.
Education in the greatness, Kim Jong Il's patriotism, revolutionary faith, anti-imperialist, class awareness and socialist morality can be called ideological "chisel" and "hammer" for etching in the hearts of the people the revolutionary outlook on the leader, ardent love for the country, unwavering faith, steadfast class awareness and ennobling outlook on morality.
Party organizations should conduct the five-point education in various forms and by various methods. In this way they can train all the officials, Party members and other working people into indomitable vanguard fighters who hold the great leaders in high esteem for ever as the sun of Juche and implement their instructions and the Party's policies to the death and into persons with steadfast faith and morality who are ready to burn themselves up like a candle for the prosperity of the country and the happiness of the people with unshakeable faith and stout anti-imperialist, class awareness.
They should channel efforts into conducting the ideological work in a novel and lively way in conformity with the characteristics and actual conditions of their respective units.
By laying out well the bases for education like rooms for education in the revolutionary exploits and rooms dedicated to the history of their units and conducting effective education through them, they should ensure that officials, Party members and other working people are well-informed of the leadership exploits of the great leaders and the Party associated with their sectors and units and learn from the laudable examples of their revolutionary forerunners who supported the Party and the leaders faithfully. In this way they can encourage them to confide themselves to the Party all the time regarding their units as the courtyard of the office of the Party Central Committee and fully display pure patriotism and loyalty in the struggle to implement the Party's ideas and defend its policies. They should conduct ideological and motivation work in conformity with the occupational features of the employees of their units and their preparedness, and touch the heartstrings of the masses by conducting frontline-style political work in the workplaces–by machines or on farmlands.
Party organizations should orientate ideological work towards increasing the might of collectivism.
Socialist ideology is based on collectivism, and how the viability of the Three-Revolution Red Flag Movement is displayed depends on the might of the unity of the collective, all of whose members are firmly armed with the Party's ideology. When they join efforts with a single mind, a radical improvement will be brought about in ideological remoulding and the spiritual strength of the masses can give a powerful impetus to carrying out the technological and cultural revolutions.
Our Party intends to write a new chapter in the history of the Three-Revolution Red Flag Movement by developing the collectivist spirit in line with the requirements of the present times, the one which was characteristic of the Chollima era and the campaign for grand socialist construction in which the people put the interests of their comrades and the collective before their own and made collective innovations by educating and reforming those who were lagging behind.
Party organizations should put stress on giving full play to the ideological and volitional unity of the collective and revolutionary comradeship based on loyalty to the Party and the leaders. By doing so, they can prepare all officials and working people as incarnations of loyalty who, helping and leading one another forward, carry out the revolutionary tasks entrusted to them by the Party within the time set and at the standard demanded by it, and encourage them to create a great epic of mass heroism in our times by dint of collective innovation. They should also launch a vigorous struggle to do away with selfish and non-socialist practices that are evident in some aspects of social life by relying on the united strength of the masses, and establish in a comprehensive way an atmosphere of ideological life and moral discipline that are suited to the original features of socialism.
All sectors and all units should regard science and technology as their lifeline and make proactive efforts to put their production lines and enterprise management on a modern, IT footing in conformity with the actual conditions of our country–this is an important task to be tackled in carrying out the technological revolution at present.
We should lay the foundations of the knowledge-based economy driven by modern science and technology and buttressed by frontier industry, and make the national economy Juche-oriented, modern, scientific and IT-based at a high standard.
Party organizations at industrial establishments should ensure that proper strategies for business operation and enterprise management are worked out on the basis of scientific calculation and modern and IT means are actively introduced in the production lines and enterprise management. What is important in modernizing industrial establishments is not adopting the technology developed by other countries or installing the equipment imported from them; modernization should be realized by relying on our own forces, technology and equipment. They should build up their own forces capable of developing science and technology, raise the proportion of domestic equipment, raw and other materials by promoting creative cooperation with the scientists and researchers at scientific and educational institutions, consolidate the existing foundations of production, and steadily upgrade the equipment and production lines.
Party organizations in the agricultural sector should accelerate the pace of the technological revolution to thoroughly implement the Party's policy on bringing about a radical improvement in agriculture, raise the fierce flames of scientific farming and animal husbandry and realize the comprehensive mechanization of the rural economy.
The vitality of the technological revolution should be manifested in the successful implementation of the national economic plan drawn up by the state and the major revolutionary tasks entrusted to each unit by it. By giving full play to the revolutionary spirit of self-reliance and fortitude and relying on the might of modern science and technology, all units should make incessant leaps forward and innovations in production and construction and carry out the revolutionary tasks entrusted to them by the Party, thereby rendering an active contribution to building a prosperous country and improving the people's standard of living.
The present reality, in which a new phase of cultural efflorescence in the era of the Workers' Party is being opened up, shows that a civilized socialist nation of our style can be built in a short period when the cultural revolution is spurred on.
The many architectural structures and other proud creations that have sprung up in our country these days are emblematic of the highest quality of civilization to be envied by the world, and the people's cultural life is improving with each passing day. Holding high the slogan "Let the people enjoy the highest quality of civilization at the highest level!" we should step up the cultural revolution and build a civilized socialist nation by our own efforts so that we can be proud of ourselves before the world.
Party organizations should make sure that sci-tech diffusion rooms are built in the latest fashion and the advantages of the study-while-you-work system such as factory college are brought into full play. Then they can train officials and working people to be genuine revolutionaries who have mastered their respective sectors and fields and acquired versatile knowledge, and thus carry out the Party's policy on making all the people well versed in science and technology.
All sectors and all units should strive to transform factories, workplaces, streets and villages into socialist fairyland so that they meet the requirements of the new century, retain their specific features and regional characteristics, and are by no means inferior even in the distant future. They should encourage their employees to press on with the tree-planting campaign to cover mountains in the country with greenery, and endeavour to afforest and landscape their units and native villages and turn them into orchards.
By thoroughly implementing the Party's policy on making sports and art mass-based, they should make all parts of the country astir with singing, dancing and colourful sports activities, and drum up support for the revolution, however tense the situation may be and whatever trials and difficulties they may face, so that an optimistic fighting spirit and lifestyle pervade the collective.
They should thoroughly eliminate the alien lifestyle from among Party members and other working people, particularly young people, and establish the socialist and national way of life among them.
Turning the Three-Revolution Red Flag Movement into an undertaking by the masses themselves is the fundamental requirement for vigorously promoting the ideological, technological and cultural revolutions.
The lifeblood of a mass movement lies in its becoming a movement by the masses themselves.
Party organizations should bring home to officials, Party members and other working people that energetically waging the movement is precisely an undertaking to implement the instructions of Comrade Kim Jong Il and a worthwhile struggle to create their happiness by their own efforts, so that all of them can take part in the movement as one as befit the masters of the movement.
They should set realistic objectives for winning the honour of the Three-Revolution Red Flag at different stages by fully reflecting the opinions of the masses, determine the proper order of priority and make scrupulous organizational and political arrangements to carry out the tasks one by one, beginning from what is feasible. By so doing, they can encourage everybody to actively turn out in the movement with confidence. Along with this, they should regard providing the working people with good conditions for working and living as an important undertaking aimed at moving their hearts and forcefully push ahead with it, thereby boosting their morale.
Information and motivation work geared to raising the fierce flames of the Three-Revolution Red Flag Movement should be conducted in an aggressive way and a strong wind of collective competition be raised so as to make the social atmosphere run higher.
Giving appropriate political incentives and material rewards is another important way of encouraging the masses to voluntarily take part in the movement. Party organizations should ensure that the visits by the employees of the units which have been honoured with the Three-Revolution Red Flag to the Kumsusan Palace of the Sun to tell the great leaders about their achievements in carrying out the revolutionary tasks are organized in a politically meaningful way, while giving them priority for tours of Pyongyang, revolutionary battle sites and other historic places. At the same time, the hard core, who have been trained and examined in the course of the struggle to carry out the three revolutions, should be given prominence by admitting them to the Party and awarding commendations, thereby inspiring them always to exalt the honour of frontrunners in the movement. Material rewards should also be given to the units that have been honoured with the Three-Revolution Red Flag and the Order of the Three-Revolution Red Flag laureates.
The units that are associated with the leadership achievements of the Party and the great leaders should play the role of an engine in the effort to win the honour of the Three-Revolution Red Flag.
It is the traditional leadership mode of our Party to create model units and push ahead with overall work by relying on them. We should put forward the units visited by the leaders as prototypes and, with them as models, bring about leaps forward and innovations in the movement as a whole.
Party organizations in these units should keep it as their lifeline to implement the instructions the great leaders gave them during their on-site guidance and raise the fierce flames of the three revolutions so that they can be models in all aspects of ideology, technology and culture. Officials and working people in these units should bear deep in mind the honour and pride in working at places that are imprinted with the sacred footsteps of the great leaders, and display high revolutionary enthusiasm and creative activeness in the effort to win the honour of the Three-Revolution Red Flag.
Party committees and administrative and economic organs at all levels should render active support to the units associated with the leadership exploits of the great leaders so that they can take the lead in carrying out the three revolutions.
If they pay a little more attention to these units, they will be fully capable of standing in the vanguard of the struggle to carry out the three revolutions because the great leaders clarified the ways and means for them.
Party committees at all levels, ministries and national agencies, all provinces, cities and counties should properly help the units associated with the undying revolutionary exploits of the great leaders so as to make them all win the honour of the Three-Revolution Red Flag. Party committees should direct particular attention to the production units visited by the leaders, in keeping with the Party's intention of giving top priority to improving the people’s living standards. Scrupulous Party guidance should be given to the units that have been honoured with the Three-Revolution Red Flag to ensure that they become twice and thrice laureates of the honour, thus encouraging them to become propellers for the effort to build a thriving country and improve the people’s standard of living.
It is important to enhance the role of working people's organizations, administrative and economic organs and three-revolution team members in the Three-Revolution Red Flag Movement.
As the movement is a struggle to carry out the general line of our Party, success in it depends on the active mobilization of all the working people's organizations and administrative and economic organs as well as Party organizations.
Working people's organizations should conduct vigorous political work geared to enlisting all their members in the movement and thus ensure that they bring about a radical turn in carrying out the three revolutions in their units, becoming one in mind and purpose and effecting collective innovations. The youth league organizations, in particular, should encourage the young people to become point-men and a shock brigade that make breakthroughs in the vanguard of the movement, and, in the course of carrying out the three revolutions, bring them up into political reserve force of the Workers' Party of Korea and reliable masters of the youth power.
Administrative and economic organs should make, as discussed and decided by their Party committees, detailed arrangements for the three revolutions and carry out one by one in a planned way the tasks which have been decided upon. The three-revolution team members should step up technological upgrading and modernization of the production lines and equipment in their relevant units, so that the vitality of the Three-Revolution Red Flag Movement can be fully manifested in the ongoing general march throbbing with the spirit of the blizzards of Paektu and the spirit of At a Go.
Various forms of mass movements by working people's organizations should be carried on effectively in combination with this movement. These mass movements differ from one another in content, form and those involved, but their basic targets are all the same in that they are to implement the great leaders' instructions and the Party's policies by stepping up the three revolutions–ideological, technological and cultural. Therefore, working people's organizations should orientate all forms of mass movements towards carrying on the three revolutions more effectively and push them forward vigorously.
Party organizations should make another detailed review of the state of the mass movements conducted by these organizations and put to rights wrong tendencies, if any, so as to ensure that these movements contribute, to all intents and purposes, to carrying on the three revolutions.
By vigorously launching the movement for learning from the persons of merit in the Songun era, we should inject vigour into the Three-Revolution Red Flag Movement. This is a mass movement for instilling loyalty to the Party, ardent patriotism and the revolutionary spirit of self-reliance and fortitude into the minds of Party members and other working people through education by means of the exemplary persons, so as to ensure that they turn out in the campaign to carry out the instructions of the great leaders and champion the policies of the Party. Party organizations should push ahead with this movement dynamically and thus ensure that a larger number of patriots and persons of labour feats who cherish Kim Jong Il's patriotism and give full play to their patriotic zeal and spirit of devoted service on the major theatres of the campaign for building an economic giant and improving the people's living standards are produced and the movement makes an active contribution to developing the Three-Revolution Red Flag Movement.
To decisively improve the role of Party committees is a sure guarantee for bringing about a revolutionary turn in the Three-Revolution Red Flag Movement at present.
The Three-Revolution Red Flag Movement is a mass movement that the Party organizes and guides on its own responsibility, so it is natural that its committees take full charge of it and push ahead with it.
Party organizations at all levels should turn this movement into a concern of Party committees to the hilt. Party committees should take direct charge of planning and arranging the undertakings related to the movement, and motivate all their departments and subordinate organizations to press on with it. The departments of Party committees at all levels should take the viewpoint and attitude that they share the sense of responsibility for the undertakings related to the movement. In particular, the organizational leadership departments, information and publicity departments, working people's organization departments and other relevant departments should work in close cooperation with one another.
The information and publicity departments of Party committees at all levels should radically enhance their role.
They are the main departments of Party committees that are directly responsible for guiding the Three-Revolution Red Flag Movement.
They should exercise unified control over the movement and push it forward in a planned and militant way so that the whole country seethes with passion for it. They should make a profound analysis of the current state of affairs of the movement before working out concrete plans for developing it at the standard demanded by the Party and taking proper measures to this end. They should intensify guidance over subordinate units to rectify any deviations in time, and work responsibly and according to Party principles when recommending for the honour of the Three-Revolution Red Flag and evaluating those units that claim to have achieved the objectives true to their pledges.
They should build up the ranks of the officials in direct charge of the Three-Revolution Red Flag Movement and decisively improve their political and practical qualifications. They should have a good understanding of the policies the Party advances in various periods, acquire a knowledge of modern science and technology on a high level and for rich cultural and emotional life, and take measures to continuously improve their leadership abilities. Party committees at all levels should appoint officials with a strong drive and resoluteness to these posts, and should not change their posts for a certain period of time. They should also reconsider the office system and regulations for more effective Party guidance to the movement, and take relevant measures.
Senior officials of Party committees at all levels should fully discharge their revolutionary duty in guiding the movement.
Their attitude towards the movement is their view of and stand towards the instructions of Comrade Kim Jong Il, as well as a serious political issue related to whether they are ready to continue the revolution or not.
Senior officials of Party committees at all levels are commanders in direct charge of the movement.
They are duty-bound to stand in the vanguard of the struggle to bring about a fundamental turn in the movement, and should prove their loyalty to the Party with proud achievements in the three revolutions. They should etch in their hearts the Party's intention on bringing about a radical turn in the movement, take hold in person of the work to implement the intention and push ahead with it in a revolutionary way. They should keep up-to-date with the present situation and progress of the Three-Revolution Red Flag Movement at their own units and address and correct the problems in time on their own initiative. They should render effective help to the officials who provide direct guidance for the movement to improve their level and abilities. They should make it part of their habit to frequently go down to the sites where the movement is being waged to learn about the concrete situation and take relevant measures.
For the present, they should push ahead with the organizational and political work for raising the fierce flames of the Three-Revolution Red Flag Movement in the lead-up to the Seventh Congress of the Workers' Party of Korea. By so doing they can actively contribute to greeting the congress with great achievements in carrying out the three revolutions and to glorifying it as a historic congress that will be etched in the annals of our Party and country.
The Three-Revolution Red Flag Movement is a militant task that the great Comrade Kim Jong Il, General Secretary of the Workers' Party of Korea, entrusted to Party organizations out of his trust in them.
I expect that you will continuously display the honour of being frontrunners in carrying out the three revolutions and become initial sparks and torches in raising the flames of the Three-Revolution Red Flag Movement across the country, bearing deep in mind the instructions of Comrade Kim Jong Il and the intentions of the Party on vigorously waging the movement.
True to the Party's intention, Party organizations at all levels, Party members and other working people should defend and glorify the immortal exploits of the great leaders and hasten the final victory of the Juche revolution by bringing about a revolutionary turn in the Three-Revolution Red Flag Movement.
